Fostering Smart Gov't Services Pact Reached
A trilateral Memorandum of Understanding was signed between the ITO , the Administrative and Recruitment Organization of Iran, and Irancell, Iranian telecommunications operator, aimed at fostering the development of smart government services.
Tehran, Iran – April 21, 2025 – The agreement focuses on collaborative efforts to develop and enhance smart government services, integrate intelligence into government operations, and accelerate the implementation of key smart government projects.
Speaking at the signing ceremony, the Minister of Communications and Information Technology underscored the strategic importance of smart government as a key initiative for the ministry. "Smart government should not be limited to creating new systems," he stated. "Our goal is to make services more intelligent and people-centric."
He emphasized that the initiative represents a structural transformation in national governance, built upon three core pillars: reforming administrative processes, developing digital technologies, and empowering human resources. The Minister acknowledged the ARAO's central role in streamlining bureaucratic processes and reducing red tape. He also highlighted Irancell's potential to accelerate the implementation of smart government, stating, "The private sector, with its experience and capabilities, can be a catalyst for realizing smart government. Irancell, with its proven track record in developing service platforms, will be a crucial partner in this endeavor."
The head of Administrative and Recruitment Organization of Iran announced the formal issuance of the Smart Government Roadmap, outlining the responsibilities of all government entities in achieving the goals of smart governance. According to the head of ARAO, this roadmap, approved yesterday by the First Vice President, establishes a task force that will meet weekly to address challenges and ensure progress towards the government's objectives. "This document lays out the obligations of all agencies to achieve smart government. We aim to achieve the goals that have not been met in previous administrations."
Dr. Mohammad Mohsen Sadr, Deputy Minister of Communications, emphasized the importance of this collaboration in delivering enhanced services to the public. He stated that the ultimate goal of the 14th governmevt is to achieve public satisfaction. “The ARAO and the Ministry of Communications are the two main bodies that can provide appropriate services to the people and create a good feeling in them."
Dr. Sadr noted the public's desire for easy access to services and the ability to track their progress, adding, "People want us to make a service easily accessible to them and provide tracking capabilities. If this happens, their satisfaction will be achieved, and they won't want anything else from us, but this hasn't happened yet.”
He expressed optimism that the strong cooperation between the Ministry of Communications and the ARAO, coupled with Irancell's capabilities, will overcome existing challenges and create a platform that meets the goals of the 14th administration.
Dr. Sadr also highlighted the progress made prior to the formal signing of the MoU. "Preparatory work and operational measures have already begun, even before this MoU was formally signed. It is one of the few agreements where much has been done before its signing.
