Sadr Reaffirms Priority of Citizen Satisfaction in Public Services

Qazvin, Iran – May 7, 2025 - Mohammad Mohsen Sadr, emphasized the critical need for citizen-centric service delivery at the inauguration ceremony of the Emergency Administrative System (FUAD) today. Sadr Reaffirms Priority of Citizen Satisfaction in Public Services

The Deputy Minister of Communications and Information Technology and Head of the Information Technology Organization of Iran (ITO), stated, “In all government entities, service delivery must be geared towards increasing public satisfaction and facilitating access to services. This approach is a fundamental priority for the 14th administration.”

Highlighting the tripartite memorandum of understanding between the ITO (representing the Ministry of Communications and Information Technology), the Administrative and Recruitment Affairs Organization of Iran, and Irancell, Sadr noted that Irancell was responsible for developing the FUAD system. “Irancell was selected due to its proven track record in developing and managing diverse and efficient platforms, and its extensive experience in engaging with various stakeholders.”

Referencing the approved roadmap for the development of a smart government, the ITO head explained, "This document outlines specific responsibilities for executive agencies, and effective measures have already been initiated towards realizing a smart government. Data governance is the most important principle for improving the quality of services and transparency in every field, and it is obvious that based on data governance, fair distribution of wealth and subsidies can also be achieved."

Sadr concluded by underscoring the importance of projects such as the National Standard Address Database (GNAF) and the strengthening of data governance as crucial priorities for the current administration, actively pursued with the emphasis of the Minister of Communications and Information Technology.

The FUAD system aims to provide rapid and effective responses to citizen complaints and issues within government agencies, forming a core element of the government’s smart government initiative and its commitment to enhancing public service quality.the FUAD system allows citizens to register and track administrative complaints immediately via the hotline 128. This enables citizens facing administrative challenges to report them swiftly and receive timely responses. A pilot program has commenced in Qazvin province and will soon be scaled up nationally.
